In the concluding paragraph of the report, it was noted <br /> that the major factor to contend with in the forthcoming budget year <br /> will be inflation causing increased costs in materials, supplies and <br /> services, and typical price increases from the 1978-79 budget to the <br /> r '" 1979-80 budget are shown in Exhibit IV of the report. <br /> Mr. Fales suggested that Council members read more thoroughly at their <br /> leisure the foregoing report. He commented on the necessity to con- <br /> stantly follow events in Sacramento because questions that should be <br /> resolved by legislation have not been responded to by the Legislature. <br /> Estimated General Fund Available Balance, June 30, 1980 <br /> Director of Finance report, 2/20/80 <br /> Mr. Fales and Mr. Ference commented on the bases for the original <br /> budgeted estimates and on the kinds of changes in the economy that <br /> have resulted in a greater increase in income than had been antici- <br /> pated from sales taxes and interest. Councilman Bury <br /> left the meeting and did not return. ) <br /> Status of Capital Improvement Funds <br /> Director of Finance, 2/20/80 <br /> r <br /> Mr. Fales indicated that the memorandum is self-explanatory and called <br /> ... attention to the two attachments: Capital Improvement Program Funds <br /> Status, January 31, 1980, and Status of Capital Outlay Improvement <br /> Projects, January 31, 1980. He noted that some of the projects will <br /> take more time to complete, so will be carried over into next year's <br /> budget. <br /> There was a brief discussion regarding the off-street parking ordinance <br /> and when it might begin to be enforced; that the City's own work should <br /> precede enforcement of private lots, and that it is the intention that <br /> the Police Department lot can probably be done at a savings in con- <br /> junction with the Jefferson Avenue project. <br /> Mid-Year Status Report: Program Objectives for 1979-1980 <br /> Mr. Fales advised that this represented the status of the first six <br /> months of the current fiscal year for the various departments, including <br /> objectives at the beginning of the year and how they are being achieved <br /> to date.
