(continued) Councilman Rhodes stated for the record with regard to his vote approving the subject ordi- nance that the City does not have sewage capacity for the entire 65 acres which would be involved; that the prezoning depends upon a developer being able to obtain sewerage for his project; that the proposed development plan does not anticipate traffic using Atherwood *• Avenue; that the only effect upon Atherwood residents would be to enhance the value of their homes, because of the high quality homes iirwr anticipated to be constructed on the property; and that delay would result in delay in con- struction of needed homes and increased costs. Discussion followed concerning the source of sewerage available to any developer of the subject property; the fact that the land was prezoned only and no development plan was approved for it; the sewerage needs of those in the City; the desirability of planning for all 65 acres when prezoning the land; and the Redwood City land just rezoned to accommodate a County development of low/moderate income apartments. CONSENSUS: In response to request of Councilman Leipzig, Mayor Biagi determined it is the consensus of Council to ask the Planning Commission to review and make 1 recommendation to Council regarding lands designated "Agricultural" in the General Plan and considered "Open Space" which are private property and not used or expected to be used in a manner consistent with such designation; and also with regard to lands east of Bayshore Freeway designated "Tidal Plain" which might more appro- priately be designated "Urban Reserve." (Memo 5/13/80) 2. CONSENSUS: In response to request of Councilman Bury, Mayor Biagi determined it is the consensus of Council to direct the City Attorney to take up the matter of the poor condition of the unusable Southern Pacific Depot with regard to public safety, noting that responses to attempts of the City to have SP correct the i situation have been unsatisfactory.
