9.A. - Page 5 <br /> Through establishment or revisions to the plans, the City can determine what "intrinsic" <br /> values the community would like established within each plan area, that aren't typically <br /> provided for by the private development market. For example, daycare centers, affordable <br /> housing and sports fields are not typically produced by the private development <br /> market, but are highly desired by the community (based on feedback in workshops). In <br /> another example, properties adjacent to the Bay could take advantage of certain <br /> development incentives if they provided public access or recreational opportunities along <br /> the shore. The Plan could be structured in a way that the maximum development <br /> standards can only be achieved when the overall development includes attributes that <br /> the community values. <br /> Area-Specific Plans Description <br /> 1. Inner Harbor This plan will have an integrated program of Community Benefits. <br /> Precise Plan Adoption is expected in Summer 2015. <br /> 2. El Camino Real This proposed plan could have a variety of community benefit <br /> Corridor Plan requirements. Start of work is expected in Spring 2015, with <br /> project continuing through Spring 2016. <br /> 3. Downtown Precise Future amendments to this plan could integrate a tiered <br /> Plan development system that would require higher levels of <br /> community benefits based on development intensities. Timeline <br /> not yet determined. <br /> 3.Establishment of a Community Fund <br /> Through the workshops, the community has identified various programs and needs that <br /> don't fall within an impact fee or "Onsite community improvement" framework. In many <br /> instances, it might be more effective to simply collect the funding necessary to support a <br /> neighborhood and city-wide program, rather than build something for the community <br /> within the development footprint. Based on feedback at the workshop and online, <br /> examples of programs the community would like to see funded include: Afterschool <br /> Programs, Bike Share Program, Community Facilities, Community Projects, Community <br /> and Arts Events, Job Training and Apprentice Programs, Education Foundation, Façade <br /> Improvements, Recreation Programs and Community Wide Shuttle services. Furthermore, <br /> the Community Fund could be used as an ongoing revenue source for the Human Services <br /> Financial Assistance (HSFA) Program. <br /> These community priorities could be funded through the establishment of a Community <br /> Fund. Similar to onsite community improvements, a developer would only be able to <br /> maximize the zoning potential when they make contributions to the community funds. <br /> Funds would typically be received through development agreements and other <br /> mechanisms. <br /> 1. Community Fund Establish a community fund with priorities to be established <br /> each year by the Council at the time of budget adoption. These <br /> fees could be received from developers, development <br /> agreements, or contributions from Redwood City businesses. <br />
