9.A. - Page 7 <br /> Policy BC-10.1 Direct City resources and leverage other public and private resources to <br /> support development and/or operation of child care/early education facilities and services. <br /> Policy BC-11.2— Encourage development projects to incorporate public art pieces. <br /> Policy BE-31.1 Explore alternative techniques and requirements as they pertain to various <br /> transportation modes including parking, land use, and traffic mitigation that would encourage <br /> the use of alternative transportation modes. <br /> Public Notification <br /> The City has used a variety of E-News, email contacts, press releases, and flyers to <br /> advertise the community workshops. In addition, the City launched a website called <br /> Redwood City Forum and received comments on community benefit priorities. Each <br /> workshop was well-attended with approximately 60 attendees each. At the most recent <br /> workshop, staff received requests for Spanish translation services. Staff is providing <br /> translation services for both the Planning Commission and City Council hearings. <br /> Next Steps <br /> Based on Council direction, staff will return to the City Council and Planning Commission <br /> (Planning Commission only in some circumstances) to adopt a series of program <br /> components. For example, each impact fee will be adopted by separate action, and the <br /> community benefits associated with certain planning areas will be adopted independently as <br /> well. By adopting Partnership Redwood City as a series of actions, it will allow the program to <br /> move forward, without being delayed by individual components. Furthermore, staff will be <br /> developing more detailed recommendations related to other aspects of Partnership Redwood <br /> City, such as focused business and resident volunteering efforts, and ongoing corporate <br /> donations into the Community Fund. <br /> ALTERNATIVES <br /> 1. Direct staff to further consider alternative community benefits programs citywide. <br /> FISCAL IMPACT <br /> Establishment of the framework will not create a direct fiscal impact. Individual <br /> components of the work program such as revising or adopting fees, amending <br /> development requirements, and establishing a community fund could have a fiscal <br /> impact. These individual actions will be analyzed separately. <br /> ENVIRONMENTAL REVIEW <br /> The establishment of the Community Benefits Framework is not a project under <br /> California Environmental Quality Act (CEQA).
