7.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 23, 2015 <br /> SUBJECT <br /> Decommission and Disposal of Surplus Firearms <br /> RECOMMENDATION <br /> Approve by motion and declare the firearms as surplus, authorize staff to decommission <br /> and destroy the firearms, and liquidate any usable parts from the firearms. <br /> BACKGROUND <br /> In 2014, the Police Department selected the Colt LE 6920 rifle to replace the Heckler & <br /> Koch (HK) MP-5 as our primary duty rifle. The Colt LE 6920 is a law enforcement <br /> specific weapon where the HK MP-5 was primarily a military weapon. With the transition <br /> to the Colt rifle, the Police Department no longer needs their inventory of HK rifles. The <br /> Department has 30 HK MP-5 rifles and 2 HK 53 rifles to decommission. The HK rifles <br /> are classified as automatic weapons and the sale or transfer of these weapons is <br /> restricted by Federal law and they cannot be sold to the general public. The HK rifles <br /> were in service for over twenty years and they have reached the end of their useful life <br /> cycle as measured by department efficiency and effectiveness standards and are <br /> considered surplus by the Police Department. <br /> ANALYSIS <br /> The State of California's Government Code Section 37351 and Section 3-1/2 of the <br /> Charter of the City of Redwood City, allow the City to purchase, lease, receive, hold, <br /> and enjoy real and personal property, and control and dispose of it for the common <br /> benefit. Staff recommends decommissioning and disposing of these surplus firearms <br /> and recommends liquidating the useable parts. Continued storage of these surplus <br /> firearms may not be financially beneficial for the City as the useable parts will have less <br /> re-sale value as they age. <br /> The Police Department has identified a vendor who will destroy the firearms and <br /> purchase the remaining useable parts. The firearms would be destroyed and would no <br /> longer be a functional firearm. The useable parts would be sold to law enforcement <br /> agencies. The vendor would issue the Police Department "store credit" for the proceeds <br /> from the sales of the useable parts. The "store credit" received from the sale of the <br /> useable parts would be used by the Police Department to purchase equipment, new <br /> firearms, and spare parts for our department issued firearms. <br />
