7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 23, 2015 <br /> SUBJECT <br /> Sale of police canine to handler <br /> RECOMMENDATION <br /> By Motion, approve the sale of Police Canine Clif to his handler, Officer Dan Schillaci <br /> (retired) for the sum of one dollar ($1.00). <br /> BACKGROUND <br /> Redwood City Police Canine "Clif" is an 11-year-old German Sheppard and has served <br /> the Police Department for 9 years. Due to the retirement of the canine's handler, Clif <br /> has been taken out of service by the Police Department and will not be retrained with <br /> another handler. <br /> ANALYSIS <br /> The average service life of a German Sheppard is anywhere from 7 to 9 years, <br /> depending on their age when put into service, and it is extremely rare that they remain <br /> in service past the age of 12. Canine Clif's physical condition is fair considering his age, <br /> however its handler, Officer Dan Schillaci, has recently retired from the Police <br /> Department. <br /> Retraining a police canine with a new handler is a dubious process at any age, but at 11 <br /> years of age the costs far outweigh the benefits. Department personnel have contacted <br /> Tyson Kennels, the vendor through which the Department has purchased its existing <br /> police canines. Tyson Kennels has confirmed the canine should be retired from service <br /> due to his age and brief window of time remaining in his serviceable life. The Police <br /> Department is hereby retiring Canine Clif from service. <br /> It has been the past practice of the Police Department to allow police officers to <br /> purchase their canine, kennel and maintenance items (leash, bowl, brush, etc.) as <br /> surplus property upon the canine's retirement. Retired Officer Schillaci similarly wishes <br /> to purchase his canine partner and its maintenance items for the sum of one dollar <br /> ($1 .00). Retired Officer Schillaci owns his own kennel and was never supplied one by <br /> the Police Department. In return for allowing the purchase of the canine, Retired Officer <br /> Schillaci has signed a release and hold harmless agreement, and will continue to care <br /> for the canine properly. <br />
