8.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 23, 2015 <br /> SUBJECT <br /> Power Purchase Agreement With CEI Solar One, LLC. for Solar Power at Red Morton <br /> Community Center as Part of the Regional Renewable Energy Project (R-REP) <br /> RECOMMENDATION <br /> 1. Open the public hearing, receive public comments regarding the solar power <br /> project specified in the Background section, and close the public hearing. <br /> 2. Find that notice of this public hearing, held pursuant to Government Code <br /> Section 4217.12, was given at least two weeks in advance of this public hearing. <br /> 3. Adopt the attached resolution making findings necessary to authorize the Power <br /> Purchase Agreement (PPA) under Government Code Section 4217.11, including a <br /> finding that the PPA's total cost will be less than the anticipated cost of electricity that <br /> would have been consumed by the facility in the absence of the solar arrays, and that <br /> the terms of the award are in the best interest of the City. <br /> 4. Find that installation of solar array systems at the Red Morton Community Center <br /> is statutorily and categorically exempt under the California Environmental Quality Act. <br /> 5. Authorize the City Manager or his designee to execute a Power Purchase <br /> Agreement with CEI Solar One, LLC. for the Red Morton Community Center, consistent <br /> with the terms described in the staff report. <br /> BACKGROUND <br /> Council adopted the Redwood City Climate Action Plan on April 22, 2013 and <br /> established the goal of reducing greenhouse gas emissions from City operations 15% <br /> below 2005 levels by 2020. The Climate Action Plan recommends installation of solar <br /> photovoltaic (PV) systems on City facilities as a means to accomplish the greenhouse <br /> gas reduction goal. This recommendation is supported by the 2012 solar feasibility <br /> study for eight City facilities, from which staff determined that the most viable project <br /> site was at the Red Morton Community Center. <br /> Based on the findings of the feasibility study, Council authorized the City to enter into an <br /> MOU for participation in the Renewable Energy Procurement Project (R-REP) on <br /> January 28, 2013. The R-REP was organized and led by lead agency Alameda County, <br /> with almost twenty Bay Area public agencies participating in this collaborative <br /> procurement process for renewable energy. By participating in the regional <br /> collaboration, the City was able to reduce transaction costs and administrative time for <br /> the project; benefit from shared technical assistance; standardize the procurement <br /> documents, financing, and process; and ensure competitive contract terms compared to <br /> similar projects.
