8.A. - Page 6 <br /> RESOLUTION NO. <br /> RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> REDWOOD CITY MAKING FINDINGS NECESSARY TO <br /> AUTHORIZE AN ENERGY SERVICE CONTRACT FOR A <br /> POWER PURCHASE AGREEMENT AT RED MORTON <br /> COMMUNITY CENTER; AND AUTHORIZING THE CITY <br /> MANAGER TO EXECUTE THE AGREEMENT <br /> WHEREAS, the City Council approved a Memorandum of Understanding in <br /> February 2013 with the County of Alameda to participate in their Regional <br /> Renewable Energy Procurement (R-REP) Project, a large collaborative group <br /> solar purchase involving many public agencies; and <br /> WHEREAS, Alameda was lead agency for the R-REP and worked with the <br /> participating public agencies and technical consultants to develop the R-REP bid <br /> package, which was released in September 2013; and <br /> WHEREAS, the County of Alameda conducted a formal Request for Proposals <br /> process, evaluated all proposals received, and recommended the best qualified <br /> to deliver each bundle of solar projects nominated by participating agencies; and <br /> WHEREAS, the City of Redwood City included one site in the R-REP RFP, <br /> which is located at the Red Morton Community Center; and <br /> WHEREAS, the City entered into negotiations with CEI Solar One, LLC. as <br /> the second ranked proposer after reaching an impasse in negotiations over <br /> contract terms with the first ranked proposer; and <br /> WHEREAS, CEI Solar One, LLC. plans to design, install, and maintain solar <br /> arrays at the Red Morton Community Center site and sell energy produced by <br /> the arrays to the City; and <br /> WHEREAS, the anticipated cost to purchase energy from these solar arrays is <br /> approximately $100,000 less than the anticipated cost of electricity that would <br /> have been consumed by the facility in the absence of these systems; and <br /> WHEREAS, the City plans to grant CEI Solar One, LLC. a non-exclusive Grant <br /> of Access Rights to install, operate, and maintain the solar arrays on City <br /> property, with the fair rental value of this grant of access being offset by below- <br /> market energy purchases and other benefits provided to the City; and <br /> WHEREAS, the project will effectively reduce electrical costs and help reduce <br /> greenhouse gas emissions associated with the production of electricity from <br /> conventional power plants; and <br /> WHEREAS, City staff has reviewed the project and determined that it is <br /> statutorily exempt from the provisions of CEQA pursuant to California Public <br /> ATTY/RES0.3054/CC RESO APPROVING CONTRACT FOR PPA <br /> REV:03-10-15 MLG <br /> Page 1 of 3 <br />
