Recommendation: <br /> 1. Open the public hearing, receive public comments regarding the solar <br /> power project specified in the Background section, and close the public <br /> hearing. <br /> 2. Find that notice of this public hearing, held pursuant to Government <br /> Code Section 4217.12, was given at least two weeks in advance of this <br /> public hearing. <br /> 3.
