CUMULATIVE IMPACTS <br />Implementation of the proposed Project in conjunction with other City - <br />approved projects would have a significant, unavoidable cumulative impact on <br />population, housing, and employment; on transportation and circulation; on <br />infrastructure and public services and on air quality. These impacts are discussed more <br />fully in Sections III, IV, VII and XII, above. <br />The environmental, economic, social and other benefits of the Project <br />override the significant cumulative impacts of the proposed Project, as more fully stated <br />in the Statement of Overriding Considerations. <br />XIV. PROJECT ALTERNATIVES <br />The FEIR describes a range of nine reasonable alternatives which would <br />further avoid or substantially lessen significant environmental effects of the Project , and <br />evaluates the merits of these alternatives. The City has determined that the Initial <br />Project should be modified to incorporate key elements of Alternative 6, as described in <br />the FEIR, because such modifications will reduce overall environmental impacts and <br />provide other public benefits. Incorporating only key elements of Alternative 6, as <br />opposed to adopting Alternative 6, will not prevent the Project from achieving its <br />fundamental goals in a way that renders the Project infeasible. The City has also <br />determined that none of the identified alternatives is feasible, for the reasons described <br />below and in the FEIR. <br />A. No- Project Alternative <br />Description: The "No Project" Alternative assumes that the Project would <br />not be developed and the Project site would remain in its present condition. <br />Findings: The No Project Alternative would avoid the significant and <br />potentially significant environmental effects of the Project. However, the No Project <br />Alternative would fail to achieve any of the basic objectives of the Project. These <br />objectives are identified in Section 3.3 and Table 17.11 of the FEIR: <br />• Create a mixed use residential- office - retail project that responds <br />to perceived future market demands for more residential <br />purchase and office lease opportunities in the Mid - Peninsula, <br />convenient to an existing downtown, a major interregional <br />transit corridor, and local job centers; <br />• Provide primarily residential uses, with complementary <br />commercial, retail, and other community - serving uses; <br />• Create the project as a high - quality Bayfront development <br />providing a variety of housing options in order to address the <br />1289 \02 \179278.2 35 <br />Atty /Reso /Reso.1470 14590 <br />060804 Muff # 304 Bin 26 <br />
