Monitoring and Timing Signature Date <br />(CONDITION OF APPROVAL) Entity Action Verification Entity I Requirements <br />POPULATION, HOUSING, AND <br />EMPLOYMENT <br />Impact 6 -1: Project - Related Resident <br />Population Growth. The project proposes <br />residential development on the project site as <br />well as extension of roads and other <br />infrastructure into the site. The proposed <br />1,930 housing units would house an estimated <br />on -site total of 4,020 people. Taking into <br />consideration the approximately 110 persons <br />assumed to be currently living on -site, the net <br />on -site population increase would be <br />approximately 3,910 persons. This project - <br />related resident population growth has the <br />Potential to cause a number of population - <br />related significant adverse environmental <br />effects and also contribute to a number of <br />significant cumulative adverse environmental <br />effects (traffic, public services, noise, and air <br />of strategic planting along the length of the <br />overhead transmission line easement, <br />subject to approval by the Community <br />Development Services Department and <br />Public Works Services Department, <br />indicating tree planting on the project's <br />border with the easement; and (4) similarly, <br />use strategic landscaping at other key on- <br />site vantage points with views of these <br />transmission lines and towers to reduce <br />their adverse impact on the visual quality of <br />the community (i.e., strategic streetside and <br />median planting along affected segments of <br />the key project roads, etc.). Even with <br />implementation of these four recommended <br />measures, however, the adverse visual <br />impact of these tower lines, given the height <br />and prominence of the existing tower lines, <br />would not be concealed or reduced to less - <br />than- significant levels and would therefore <br />represent a significant unavoidable <br />impact (i.e., would require City adoption of a <br />Statement of Overriding Considerations). <br />Mitigation 6 -1. Implement the mitigation <br />measures identified in other chapters of this <br />EIR related to project population- induced <br />environmental impacts (traffic -- chapter 7, <br />public services -- chapter 10, noise -- chapter <br />13, and air quality -- chapter 15). A summary <br />listing of these particular mitigations is <br />included in Table 2.1 of this EIR (Summary <br />of Impacts and Mitigations), including <br />Mitigations 7 -1 through 7 -27 on pages 2 -19 <br />through 2 -47, Mitigations 10 -1 through 10 -9 <br />on pages 2 -65 through 2 -75, Mitigations 13- <br />1 through 13 -3 on pages 2 -89 through 2 -93, <br />and Mitigations 15 -1 and 15 -2 on pages 2- <br />95 through 2 -98.
