In addition, change <br />the east -west left turn signal phasing from <br />split (i.e., shared with opposing through <br />traffic) to protected (i.e., exclusive). With <br />these lane additions and signal phasing <br />modifications, the intersection would be <br />expected to operate acceptably (LOS D) <br />during the AM and PM peak hours under <br />Cumulative (2020) With Project conditions. <br />Widening the eastbound approach would <br />tend to increase peak eastbound traffic <br />volumes on a residential street and would <br />require careful design to provide enough <br />physical clearance to allow opposing <br />eastbound and westbound left turns to <br />proceed simultaneously. Additionally, both <br />of the mitigation alternatives discussed <br />above are considered to be infeasible due to <br />right -of -way and physical constraints. <br />Therefore, the addition of project traffic to <br />the El Camino Real/Whipple Avenue <br />intersection is expected to result in a <br />significant unavoidable cumulative <br />impact (i.e., would require City adoption of a <br />Statement of Overriding Considerations). <br />Legend: Applicant = project applicant, City = City of Redwood City <br />Page 24 May 18, 2004 <br />y WP9.016451 MMCHT. 645 <br />
