,�"�' � <br /> �' <br /> facility shall be considered a Cable System (other than for the purposes of <br /> Section 621(c)) to the extent such facility is used in the transmission of video <br /> programming directly to Subscribers; unless the extent of such use is solely to <br /> provide interactive on-demand services; <br /> (d) an open video system that complies with Section 653 of Title 6 of <br /> the Telecommunications Act of 1996; or <br /> (e) any facilities of any electric utility used solely for operating its <br /> electric utility system. <br /> 1.5 "Channel" or"Cable Channel" means a portion of the electromagnetic <br /> frequency spectrum which is used in a Cable System which is capable of <br /> delivering a television channel as defined by the Federal Communications <br /> Commission. <br /> 1.6 "C�" or"Grantor" means the City of Redwood City. <br /> 1.7 "Council" means the City Council of the City of Redwood City, or any <br /> lawful delegate. <br /> 1.8 "Franchise" means an initial authorization, or renewal thereof, issued <br /> by the Council, whether such authorization is designated as a franchise, permit, <br /> license, resolution, contract, certificate, agreement, or otherwise, which <br /> authorizes the construction or operation of a Cable System. Any such <br /> authorization, in whatever form granted, shall not supersede the requirement to <br /> obtain any other license or permit required for the privilege of transacting <br /> business within the City as required by the other ordinances and laws of the City. <br /> 1.9 "Franchise Fee" means any fee or assessment of any kind imposed <br /> by the City on a Grantee as compensation for the Grantee's use of the Public <br /> Rights-of-Way.
