7.3.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 13, 2015 <br /> SUBJECT <br /> Water Connection and Service — Proposed single family residence at 620 Glenloch Way <br /> (APN 068-022-600), in unincorporated San Mateo County, CA. <br /> RECOMMENDATION <br /> Confirm determination that the Project is exempt from CEQA. <br /> Adopt a resolution requesting to Local Agency Formation Commission (LAFCO) for <br /> extension of water services outside jurisdictional boundaries to a proposed single family <br /> residence at 620 Glenloch Way (APN 068-022-600), in unincorporated San Mateo <br /> County, pursuant to Government Code Section 56133. <br /> BACKGROUND <br /> The property at 620 Glenloch Way is undeveloped. The parcel is located outside <br /> Redwood City's jurisdictional boundaries, but is within the City's sphere of influence and <br /> water service area. The parcel does not have a water service connection. The owner of <br /> the parcel has applied to the County of San Mateo for a building permit to construct a <br /> new single family residence. San Mateo County Building Department requires the <br /> Property owner to secure a new water connection and service from the City of Redwood <br /> City to serve the proposed residence. The City must receive LAFCO approval to provide <br /> water service. <br /> Construction of this new single family home requires the Property owner to construct an <br /> eight inch water main extension along the entire frontage of the parcel and connect to <br /> the nearest six inch or larger water main, pursuant to Municipal Code Section 38.26. <br /> The Property owner has hired a civil engineer to perform the design and to submit an <br /> application for construction permit to install the water main extension. <br /> ANALYSIS <br /> The extension of water service outside jurisdictional boundaries is not a frequent <br /> occurrence. The occasional addition of a residential connection is not anticipated to <br /> have any significant impact on the city's total water allotment. <br /> LAFCO requires Council's authorization, by resolution, of new service requests. Staff <br /> recommends that the City request LAFCO's approval to extend water service outside <br /> jurisdictional boundaries to 620 Glenloch Way pursuant to Government Code Section <br /> 56133. The water service connection proposed for the new single family residence is <br /> subject to the following conditions and fees: <br />
