7.3.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 13, 2015 <br /> SUBJECT <br /> Water Connection and Service — Proposed single family residence at 2535 Woodland <br /> Place (APN 068-052-160), in unincorporated San Mateo County, CA. <br /> RECOMMENDATION <br /> Confirm determination that the Project is exempt from CEQA. <br /> Adopt resolution, requesting to Local Agency Formation Commission (LAFCO) for <br /> extension of water services outside jurisdictional boundaries to a proposed single family <br /> residence at 2535 Woodland Place (APN 068-052-160), in unincorporated San Mateo <br /> County, pursuant to Government Code Section 56133. <br /> BACKGROUND <br /> The property at 2535 Woodland Place is an undeveloped parcel. The parcel is located <br /> outside Redwood City's jurisdictional boundaries, but is within the city's sphere of <br /> influence and water service area. The parcel does not have a water service connection. <br /> The owner of the parcel has applied to the County of San Mateo for a building permit to <br /> construct a new single family residence. San Mateo County Building Department <br /> requires the Property owner to secure a new water connection and service from the City <br /> of Redwood City to serve the proposed residence. The City must receive LAFCO <br /> approval to provide water service. The City owns an existing 8-inch water main that runs <br /> along the frontage of the Property. <br /> ANALYSIS <br /> The extension of water service outside jurisdictional boundaries is not a frequent <br /> occurrence. The occasional addition of a residential connection is not anticipated to <br /> have any significant impact on the city's total water allotment. <br /> LAFCO requires Council's authorization, by resolution, for new service requests. Staff <br /> recommends that the City request LAFCO's approval to extend water service outside <br /> jurisdictional boundaries to 2535 Woodland Place pursuant to Government Code <br /> Section 56133. The water service connection proposed for the new single family <br /> residence is subject to the following conditions and fees: <br /> 1. LAFCO approval of the application for the proposed water service connection; <br /> 2. Property owner's payment of LAFCO fees; <br /> 3. After approval of the construction drawings by the San Mateo County Building <br /> Department and upon application for new water service, property owner's <br />
