7.3.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Personnel Subcommittee <br /> April 13, 2015 <br /> SUBJECT <br /> Second Amendment to Employment Agreement of City Manager <br /> RECOMMENDATION <br /> Approve a Resolution of the City Council of Redwood City Authorizing Mayor to Execute <br /> Second Amendment to Employment Agreement of City Manager <br /> BACKGROUND <br /> Robert B. Bell has served as the City Manager of the City of Redwood City since April <br /> 2011 , after also having served as the Interim City Manager. Dr. Bell indicated that he <br /> will retire this year, planned to resign effective May 1, 2015, and has already effectuated <br /> the sale of his home in preparation for a move out of state. Mayor Gee and Vice Mayor <br /> Foust recommend that Dr. Bell be requested to postpone his resignation date until June <br /> 28, 2015, in order to provide for management and oversight of the City through the end <br /> of the fiscal year, to supervise projects during this period of unprecedented <br /> development activity, and to provide for continuity and a smooth transition as the City <br /> undergoes its search for a new City Manager. Subject to City Council approval, Mayor <br /> Gee and Vice Mayor Foust have negotiated certain terms with Dr. Bell in consideration <br /> of his agreement to extend his employment to the City's preferred date. <br /> ANALYSIS <br /> In consideration for Dr. Bell extending his resignation date until June 29, 2015, the City <br /> would provide Dr. Bell a housing allowance, in addition to his regular compensation as <br /> set forth in his Employment Agreement as amended. The housing allowance is eight <br /> thousand dollars per month ($8,000) for the months of May and June 2015 each for a <br /> total of sixteen thousand dollars ($16,000) payable in lump sum on or before April 16, <br /> 2015. This housing allowance is intended to offset the financial burden of remaining in <br /> the area pending the City's preferred extended employment resignation date for Dr. <br /> Bell. If for any reason, Dr. Bell leaves employment before June 28, 2015, he must return <br /> a pro rata share of the housing allowance based on the time between date of separation <br /> and June 28, 2015. <br /> Page 1 of 2 <br />
