The <br /> Bonds are payable solely from the revenues of the Enterprise and other sources as described in the Official <br /> Statement. The taxing power of the City the County, the State of California, or any political subdivision thereof is <br /> not pledged to the payment of the Bonds. <br /> General <br /> The City of Redwood City (the "City")is located in the San Francisco Bay Area 25 miles south of <br /> San Francisco.It is the oldest bayside city in San Mateo County(the"County"),incorporated in 1867, and <br /> has been the County Seat since 1856. The City combines residential, industrial, and commercial elements <br /> in a largely urban environment. Its waterfront provides a yacht harbor and the only deep-water port in <br /> the South Bay.A wide variety of housing types are available. <br /> Municipal Government <br /> The City Council consists of seven members, elected by the voters of the City to staggered terms <br /> of four years each. The City Council is the only body elected directly by the residents of the City. As the <br /> legislative branch of the government, it makes final decisions on all major city matters. Substantially all City employees are eligible to <br /> participate in pension plans offered by California Public Employees' Retirement System (PERS), an agent <br /> multiple-employer defined benefit pension plan which acts as a common investment and administrative <br /> agent for its participating member employers. PERS provides retirement and disability benefits, annual <br /> cost of living adjustments, and death benefits to plan members who must be public employees and <br /> beneficiaries. The City's employees participate in the separate safety (police and fire) and miscellaneous <br /> (all other) employee plans. Benefit provisions under both plans are established by state statute and City <br /> resolution. <br /> Benefits are based on years of credited service, equal to one year of full time employment. <br /> Funding contributions for both plans are determined annually on an actuarial basis as of June 30 by <br /> PERS;the City must contribute these amounts. <br /> Appendix A <br /> Page 1 <br />
