9.A. - Page 8 <br /> Plan goals, policies and programs: <br /> Goal BE-2: Recognize, maintain, and celebrate the unique qualities of Redwood City's <br /> neighborhoods. <br /> Policy BE - 2.3: Develop and implement distinct plans for each Redwood City <br /> neighborhood typology that respond to and maintain the character of each. <br /> Goal BE-8: Preserve the scenic beauty and quality homes that define Hillside <br /> neighborhoods. <br /> Policy BE - 8.1: Minimize the visual and environmental impact of development upon <br /> sensitive hillside areas. <br /> Policy BE - 8.2: Provide connections to commercial uses, schools, trails, and local <br /> parks. <br /> Policy BE - 8.3: Address oversized and out - of - scale residential development, <br /> including appropriate neighborhood building scale and compatibility. <br /> Program BE-1: Amend Zoning Ordinance and Map (excerpt of three most applicable <br /> objectives) <br /> • Reconsider floor area ratios and building scale in established neighborhoods. <br /> • Establish floor area ratios (FAR) limits on residential development. FAR limits <br /> may vary based on neighborhood typology context, and site - specific conditions <br /> including slope. <br /> • Consider the impact of new development standards creating nonconforming uses <br /> throughout the community. <br /> PUBLIC NOTIFICATION <br /> Approximately 3,500 of notices were sent to property owners west of Alameda <br /> advertising the date of the City Council meeting, as well as the availability of the Initial <br /> Study/Negative Declaration. A notice was published in the newspaper and emails were <br /> sent to a list of interested parties. <br /> ALTERNATIVES <br /> The City Council has two alternatives available: <br /> • The first alternative is to accept Planning Commission and Staff <br /> recommendation, (with or without minor modifications) and direct staff to <br /> undertake a study of floor area limits for all residential districts in the City, <br /> including the R-1 and RH districts as a whole. The recommended hillside <br /> regulations and a future citywide FAR could function together. Any <br /> inconsistencies would be worked out during the review process. Extensive <br /> outreach would need to occur though, as a Citywide FAR would effect a greater <br /> number of property owners than the hillside regulations. <br /> Page 8 of 10 <br />
