7.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 13, 2015 <br /> SUBJECT <br /> Agreement for Animal Control Services Between the City of Redwood City and the <br /> County of San Mateo <br /> RECOMMENDATION <br /> By motion, approve an agreement with the County of San Mateo for the facilitation and <br /> coordination of animal control services for a five-year term ending on June 30, 2020. <br /> BACKGROUND <br /> Since 1952, San Mateo County has contracted with the Peninsula Humane Society <br /> (PHS) for animal control field and shelter services. All twenty cities in the County have, <br /> in turn, contracted with the County for these services, making this one of the longest <br /> running shared services in San Mateo County. Under this contract, these cities along <br /> with unincorporated San Mateo County share the cost based on each jurisdiction's <br /> proportionate use of animal control services. The City's current animal control services <br /> agreement with the County, which was first approved by the City Council in 2003 and <br /> was twice amended to extend the term (most recently in June 2011), expires on June <br /> 30, 2015. <br /> When the term extension was last before the Council, staff was asked to research other <br /> options that might provide animal control services at a lower cost. Due to the economies <br /> of scale associated with this type of service, staff concluded that a shared service model <br /> was the most cost-effective approach. Staff explored the possibility of forming a new <br /> joint powers authority (JPA) and found this option to be infeasible due to the high cost of <br /> establishing the required facilities and the logistical challenges and costs associated <br /> with creating a JPA. Staff also researched the possibility of contracting with the handful <br /> of entities in Santa Clara County that provide both field and shelter services. <br /> Unfortunately, given the location and capacity of these facilities, no viable alternatives <br /> were identified. However, as further discussed in the Alternatives section below, with <br /> the County's plan to construct a new animal shelter, a primary obstacle to establishing a <br /> new service arrangement will be addressed, thus giving Redwood City and other local <br /> jurisdictions an opportunity to pursue other options by the time the proposed agreement <br /> reaches its expiration. <br /> Before the Council tonight is a proposed, new five-year animal control services <br /> agreement between Redwood City and San Mateo County which includes a newly <br /> negotiated agreement with PHS.
