7.3.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 27, 2015 <br /> SUBJECT <br /> Water Connection and Service — Proposed single family residence at a vacant lot APN <br /> 057-031-180 on Cordilleras Road, in unincorporated San Mateo County <br /> RECOMMENDATION <br /> Confirm determination that the Project is exempt from CEQA and adopt a resolution <br /> requesting the Local Agency Formation Commission (LAFCO) to extend water services <br /> outside jurisdictional boundaries to a proposed single family residence at APN 057-031- <br /> 180 on Cordilleras Road, in unincorporated San Mateo County, CA (address number <br /> not available at this time), pursuant to Government Code Section 56133. <br /> BACKGROUND <br /> The subject property, located on Cordilleras Road (APN 057-031-180), is currently <br /> undeveloped. The parcel is located outside Redwood City's jurisdictional boundaries, <br /> but is within the city's sphere of influence and water service area. Redwood City Water <br /> owns a 6 inch water main along the frontage of the property. The parcel does not have <br /> a water service connection. The owner of the parcel has applied to the County of San <br /> Mateo for a building permit to construct a new single family residence. San Mateo <br /> County Building Department requires the property owner to secure a new water <br /> connection and service from the City of Redwood City to serve the proposed residence. <br /> In order to provide water service to this property, the City must receive LAFCO approval <br /> to provide water service. The attached resolution would provide the formal request to <br /> LAFCO necessary to complete this process. <br /> ANALYSIS <br /> The extension of water service outside jurisdictional boundaries is not a frequent <br /> occurrence. The occasional addition of a residential connection is not anticipated to <br /> have any significant impact on the city's total water allotment. <br /> LAFCO requires Council's authorization, by resolution, of requests made for new <br /> services. Staff recommends that the City request LAFCO's approval to extend water <br /> service outside jurisdictional boundaries to APN 057-031-180 on Cordilleras Road, <br /> pursuant to Government Code Section 56133. The water service connection proposed <br /> for the new single family residence is subject to the following conditions and fees: <br /> 1. LAFCO approval of the application for the proposed water service connection; <br /> 2. Property owner's payment of LAFCO fees; <br />
