7.4.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 27, 2015 <br /> SUBJECT <br /> Ordinance Amending Division 2 of Article VII of Chapter 20 of the City of Redwood City <br /> Relating to Tow-Away Zones <br /> RECOMMENDATION <br /> Waive First Reading and Introduce an Ordinance Amending Division 2 of Article VII of <br /> Chapter 20 of the City Code of Redwood City Relating to Tow-Away Zones. <br /> BACKGROUND <br /> The Redwood City Kiwanis Club ("Kiwanis Club") has been in operation in Redwood <br /> City for over 35 year. Up until 2013, the Kiwanis Club has operated a Farmers Market <br /> on Saturday mornings from April through November at the City-owned Winslow Street <br /> Parking Lot pursuant to a Revocable License Agreement with the City. On May 22, <br /> 2013, the Kiwanis Club executed a First Amendment to the Revocable License <br /> Agreement to relocate the market location to the intersection of Arguello and Bradford <br /> Street, specifically Arguello Street extending from Marshall Street to a point <br /> approximately 530 feet northwest toward Brewster Avenue, and on Bradford Street <br /> from Arguello Street to a point approximately 150 feet northeast (mid-block) toward <br /> Warren Street. <br /> ANALYSIS <br /> The Kiwanis Farmers Market is scheduled to take place each Saturday morning in <br /> 2015 from April through November on City-owned streets of Arguello (from Marshall to <br /> Brewster) and a portion of Bradford Street, which is the same location as during the <br /> past two seasons. In order to allow vendors the time to properly set up and conduct <br /> the market, the Redwood City Municipal Code must be amended to create a no <br /> parking and tow-away zone sufficient to facilitate the weekly market. The proposed <br /> amendment would change the municipal code to delete reference to the old market <br /> location (Winslow Street Parking Lot) and replace it with the new location (intersection <br /> of Arguello and Bradford Street) mentioned above, and would prohibit parking from <br /> 2:00 A.M. to 3:00 P.M. each Saturday from April through November on these streets. <br /> This would formally enact the parking restrictions that have been in place during the <br /> past two seasons of the Farmers Market. <br />
