8.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 27, 2015 <br /> SUBJECT <br /> 2015-2020 Consolidated Plan/Annual Action Plan for the Community Development <br /> Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs <br /> RECOMMENDATION <br /> Continue the item to the City Council Regular Agenda of May 4, 2015 <br /> BACKGROUND <br /> Every five years, the City prepares a Consolidated Plan, a strategic planning document <br /> for meeting the needs of low-income community members. In addition, the City <br /> prepares an Annual Action Plan that identifies the programs and activities to be funded <br /> with Community Development Block Grant (CDBG) and Home Investment Partnership <br /> Program (HOME) funds each year of the five-year plan. The plans are required to be <br /> submitted to the Department of Housing and Urban Development (HUD) as a condition <br /> of receiving federal funding to support the projects and programs described in the plan. <br /> ANALYSIS <br /> The City has prepared the 2015-2020 Consolidated Plan and the Fiscal Year 2015-2016 <br /> Annual Action Plan for public review and consideration by the City Council. In order to <br /> provide sufficient time for this important topic and manage the time to allow proper <br /> consideration of all items on the Council agenda, staff is recommending that the City <br /> Council continue the review of the 2015-2020 Consolidated Plan and the Fiscal Year <br /> 2015-2016 Annual Action Plan to the agenda of May 4, 2015. The plans and supporting <br /> materials are due to HUD by May 15, 2015. Continuance to the May 4, 2015 agenda will <br /> allow the City to meet the HUD deadline. <br /> ALTERNATIVES <br /> There are no alternatives to the staff recommendation. <br /> FISCAL IMPACT <br /> There is no fiscal impact related to the staff recommendation <br /> ENVIRONMENTAL REVIEW <br />
