7.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 27, 2015 <br /> SUBJECT <br /> General Services Agreement with KONE Inc., to Provide Elevator Maintenance <br /> Services <br /> RECOMMENDATION <br /> By motion: 1) approve and authorize the City Manager to execute a three-year term <br /> contract with KONE Inc. in an amount up to $86,400 for maintenance services of all <br /> Redwood City owned elevators, material lifts and chair lifts , and authorize City Manager <br /> to renew the agreement by two additional one-year terms in an amount not to exceed <br /> $28,800 per year; and 2) confirm determination that this action is exempt from CEQA . <br /> BACKGROUND <br /> The Facilities Division of the Redwood City Public Works Services Department <br /> manages elevator maintenance and repair services for 12 hydraulic elevators, three <br /> wheelchair lifts, and one material lift owned by the City. These pieces of equipment <br /> require regular maintenance and inspection by a qualified elevator maintenance and <br /> repair service provider. The current elevator maintenance service contract with Star <br /> Elevators Inc. expires in May 2015. <br /> ANALYSIS <br /> A new replacement contract was facilitated through a request for proposals (RFP) <br /> process on January 7, 2015. Award of a contract would be made to the lowest <br /> responsible bidder whose offer conformed to the RFP and was most advantageous to <br /> the City. The City received two qualified bids that met the minimum performance <br /> criteria. KONE Inc. was determined to be the lowest responsible bidder. <br /> Bidder Bid Amount <br /> KONE Inc. $28,800/year <br /> Star Elevator Inc. $43,680/year <br /> Recommended Bidder: KONE Inc. <br /> Substantiation: KONE Inc. submitted the bid with the lowest annual price while still meeting all required <br /> specifications. <br />
