There was no public comment. <br /> M/S Howard/Seybert to close the public hearing. Motion carried 6-0 by roll call vote <br /> with Council Member Aguirre absent. <br /> M/S Bain/Pierce to approve the recommendations as stated. The motion carried <br /> unanimously by electronic vote with Council Member Aguirre absent. <br /> 9. STAFF REPORT(S) <br /> A. Community Benefits - Partnership Redwood City (613) <br /> Recommendation: <br /> (1) Direct staff to prepare a final framework for a Community Benefits <br /> Program <br /> Mr. Aknin, Assistant City Manager, presented the report (presentation on file) explaining <br /> what the plan for the evening was. He described what the program is and how it is a <br /> way for the City and residents to work with developers to obtain benefits that will <br /> contribute in the long term. He said that Redwood City has a proven development <br /> market and he cited the downtown Courthouse Square, and said this is thanks to the <br /> Downtown Precise Plan. He said that people do want to develop here and the city is <br /> now in a great negotiating situation and there is a need to formalize a structure for <br /> development in the future as a catalyst for other investments and to set the foundation. <br /> He mentioned some early improvements which included the Annex, which was taken <br /> down to not mask the downtown courthouse square, as well as the vision that has been <br /> set and the framework delineated and the truth is that it is now clear for developers what <br /> is expected and needed. <br /> He highlighted what the City has already received in a way of benefit community items <br /> including items through the Stanford in Redwood City (and its various components), <br /> Transportation Impact Fees and Park fees. Mr. Aknin then outlined the next steps and <br /> how staff's outreach has been robust and it is followed by the economic analysis so that <br /> the picture is clear and creates the actual framework for a realistic community benefits <br /> program. In terms of identifying the benefits, he added that the community has <br /> expressed its view and he reported on the meetings that have been held and MindMixer <br /> has also been used to collect input. He provided information on the tone of the <br /> meetings. <br /> Mr. Aknin explained that Economic & Planning Systems, Inc. (EPS) is the consultant <br /> that did the economic analysis to determine for what kind of development would this <br /> Program be viable for. He also covered the fees for adoption including an impact fee <br /> and how a nexus study is being conducted in the County and the City is included. He <br /> also covered the percent for art, and having Council consider adopting a local <br /> transportation demand ordinance. Mr. Aknin then mentioned onsite community <br /> improvements and a possible Community Fund to be built up through development.
