7.1.E. - Page 10 <br /> There was Council concurrence on proceeding with the Nexus Studies, Impact Fees, <br /> Percent for Art, and the Transportation Demand Management as well as a Community <br /> Fund at 20%. <br /> Mayor Gee thanked everybody on staff, community and the Council for the innovation <br /> and approach. He said that this exciting and new and he thinks this is about the <br /> community in general and being a partner, in his view we are all working together to <br /> make this a great place. He encourages people to stay engaged and Mayor Gee is <br /> supportive to encourage developers and builders to pay standard wages and he is open <br /> to a study to find out if we have the correct workers to meet the need of developers. <br /> In his view elasticity is important because there will be a downturn on the economy and <br /> we need to be prepared. He supports flexibility and openness to consider how to <br /> develop the ideal community benefit. He would also like flexibility on the percent for art <br /> and most important it needs to be clear, transparent and provide clarity so people can <br /> do the math. Mayor Gee cautioned about wanted us all to be thoughtful and careful. He <br /> is interested on the 21 Elements Study (Housing Nexus Study) and he encouraged <br /> employers to do job share. <br /> While Council is aware of possible future economic constraints, the consensus was to <br /> direct staff to prepare the final framework for Partnership RWC (a Community Benefits <br /> Program) including these components: new fees, onsite community improvements and <br /> a community fund. Staff should proceed with nexus fee studies related to affordable <br /> housing, parks, transportation, and contact the School District about school impact fees. <br /> Staff should also pursue a Percent for Art program and Transportation Demand <br /> Management ordinance. City Council Member Report of Conferences Attended <br /> Council Member Bain reported on attending the Women's Hall of Fame event on Friday <br /> at Canada College and really enjoyed the event. <br /> Vice Mayor Foust attended a recent event held by Jackie Speer's on the topic of <br /> Housing and she will share the information packet to the City Clerk for dissemination to <br /> the City Council. <br /> Mayor Gee provided an update on the City Manager recruitment and community <br /> members will be able to provide input via the website. He said a search firm has been <br /> identified and Council is working with this recruiter and will be out on the streets in April <br /> and he shared a draft timeline.
