7.1.F. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 27, 2015 <br /> SUBJECT <br /> Agreement between the City of Redwood City and the County of San Mateo for alcohol <br /> and other drug (AOD) prevention services for fiscal years 2015/16 and 2016/17. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to execute the agreement between the City of <br /> Redwood City, fiscal agent for Redwood City 2020, and the County of San Mateo for a <br /> grant from the San Mateo County Behavioral Health and Recovery Services in the <br /> amount of $300,000 for services and programs to be executed July 1 , 2015 through <br /> June 30, 2017 for alcohol and other drug prevention services <br /> BACKGROUND <br /> Redwood City 2020 is a collaborative comprised of eight public and nonprofit <br /> organizations (including the City of Redwood City) that serves children, youth, and <br /> families who live in Redwood City and unincorporated North Fair Oaks. The City of <br /> Redwood City serves as the collaborative's fiscal agent. <br /> Since 2008, Redwood City 2020 has led a cross-agency initiative, the Alcohol and Other <br /> Drug Prevention Partnership, in Redwood City and North Fair Oaks. The partnership is <br /> rooted in collaboration and evidence-based programming, and works towards a <br /> strategic alignment of goals. Ultimately, the AOD Prevention Partnership aims to <br /> address environmental factors that contribute to alcohol and other drug abuse, reduce <br /> alcohol and other drug consumption and purchase among underage youth, reduce <br /> sales to minors, and increase awareness about relevant community and school <br /> resources. <br /> The grant from San Mateo County Behavioral Health and Recovery Services provides <br /> $300,000 over the period from July 1, 2015 through June 30, 2017 to support the work <br /> of the Prevention Partnership to: reduce underage alcohol use; increase the number of <br /> youth (ages 12-18) who are actively supported and involved in positive youth <br /> development programs and activities; support positive relationships between <br /> parents/caregivers and their children; use communication and education strategies to <br /> increase parent/caregiver understanding of the role of norms and environmental factors <br /> in contributing to underage misuse and abuse of alcohol and other drugs; and build an <br /> effective prevention system in Redwood City (as part of San Mateo County). <br /> ANALYSIS <br /> As the facilitating organization for the Prevention Partnership, Redwood City 2020 will <br /> distribute resources from this grant to support activities such as parent and youth <br /> educational programs, youth leadership programs, mentorship projects, mental health <br />
