7.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 4, 2015 <br /> SUBJECT <br /> Amendment No. 1 to Agreement for Professional Services with Gilbane Building <br /> Company for the Red Morton Replacement of Synthetic Turf and Tennis Court <br /> Surfacing Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment No. 1 with <br /> Gilbane Building Company (for the Red Morton Replacement of Synthetic Turf and <br /> Tennis Court Surfacing Project) in the amount of $195,760 for construction <br /> management services resulting in a total contract amount of $334,460. <br /> BACKGROUND <br /> On May 12, 2014, the City Council approved the original agreement with Gilbane <br /> Building Company ("Gilbane") for project management services for the replacement of <br /> synthetic turf, lighting upgrade, and tennis court replacement at Red Morton Park. <br /> Gilbane's scope of work included field recommendations, condition assessment, <br /> drainage evaluation, power feed and lighting system, RFP coordination, liaison to the <br /> design consultant and the Department, design review and analysis. While all synthetic <br /> turf materials have not yet been determined, the City will not be considering "crumb tire <br /> rubber" which has been subject of a possible state level moratorium, nor will full organic <br /> (only) infill be considered due to water necessary to keep the infill "active" and required <br /> by warranty. The original agreement was in the amount of $138,700. <br /> ANALYSIS <br /> Gilbane Building Company has been working diligently on the tight time schedule <br /> required for the City to solicit bids for construction services, with construction needed to <br /> begin this summer due to heavy youth sports usage peaking in the Fall. The Parks, <br /> Recreation and Community Services Department is in need of Construction <br /> Management services to move this project forward which cannot currently be provided <br /> by Community Development Department staff due to time constraints from other <br /> construction projects. With Gilbane's expertise and close familiarity with the Red <br /> Morton Replacement of Synthetic Turf and Tennis Court surfacing Project and the <br /> project's design team, it is recommended that they provide construction management <br /> services and complete the tasks outlined in Exhibit A, Scope of Services. The new <br /> tasks, time allotted, and hourly fees were verified by the Community Development <br /> Department as reasonable and accurate, for a total not to exceed amount of $195,760 <br />
