The City is required to provide a 30-day comment period for <br /> the Consolidated Plan and the Annual Action Plan prior to review and adoption by <br /> Council. The comment period began in late March 2015 and concluded on April 27, <br /> 2015 prior to the City Council Public Hearing on May 4. No comments were received <br /> during this time period. <br /> ALTERNATIVES <br /> Council could comment on the proposed priorities and direct modifications with the <br /> understanding that the revisions would apply to the funding allocation process for 2015- <br /> 2016 only. If substantial changes are recommended by the City Council, further review <br /> by the HHCC and Planning Commission will be conducted before the priorities are <br /> finalized for the remaining four Annual Action Plan years 2016-2020. This will allow the <br /> 2015-2016 funding allocation process to proceed according to the Federally-required <br /> schedule. <br /> FISCAL IMPACT <br /> Adoption of the Consolidated Plan and Annual Action Plan positions the City to receive <br /> an estimated $4.6 million over the five-year Consolidated Plan period. The City will be <br /> able to spend these funds to meet the needs in neighborhoods where the primary <br /> benefit will target low-income persons. These funds can be used for affordable housing <br /> development and preservation, homelessness prevention, human service programs, <br />
