The City Council does hereby certify that the City of Redwood City has <br /> followed its adopted Citizen Participation Plan as required by Section 1O4(a) of the Act. <br /> 3. The City Manager is hereby authorized to execute and file the Application <br /> and all related documents, including all understandings and assurances necessary or <br /> appropriate in connection therewith, and to provide such additional information as may <br /> be required for and on behalf of the City of Redwood City. <br /> 4.
