10.A. - Page 1 <br /> Redwood <br /> City oun 861 <br /> CITY COUNCIL MEMBER REPORT OF CONFERENCE/MEETING ATTENDANCE <br /> Name: Barbara Pierce Vendor No.: <br /> Department: City Council Voucher No.: <br /> ABAG General Assembly and Business Meeting 4-23-2015 <br /> I serve as the City's representative to ABAG. We were unable to approve the work plan and budget due <br /> to a lack of quorum. <br /> The topic of the General Meeting was Green Streets and Infrastructure Strategies. <br /> The keynote speaker was David Sedlak speaking about"2050, the year we completed our urban water <br /> transformation." He outlined how we must reinvent the water structure that currently exists, and believes <br /> that this can be accomplished over time. He posits that water systems change rapidly if they become <br /> obsolete, and that a revolution in water use takes about 30 years. There have been a number of <br /> revolutions in our water landscape caused by the clean water act, water purification improvements, and <br /> the invention of our sewer systems. <br /> The main concept is that the sources of our water and percentage of each source needs to change; the <br /> sources include potable, ground water, storm water, recycled water, desalination, and imported water. <br /> Reducing potable water use for landscape use and conservation of water use in all areas is an initial step <br /> that is already underway. Enhancing recharge and capturing run off is the next opportunity area to <br /> increase and build groundwater supplies. <br /> The keys include: recognize the limits of conservation, partner with utilities, expand and protect <br /> groundwater resources, support multi-benefit projects, and prioritize a diverse water supply. <br /> The other benefit of this conference was learning about the San Mateo City Sustainable Streets Plan, <br /> which incorporates Complete Streets and Green Streets that manage storm water run off. <br /> April 29, 2015 <br /> The Administrative Code requires reports of conferences or meetings for which a council member requests per diem or <br /> expense reimbursement. Reports must be submitted to the City Clerk of no later than the Wednesday of the week before <br /> the next City Council meeting. Reports must be submitted before the City of Redwood City will pay per diem or <br /> reimbursement for the conference or the meeting.
