EXHIBIT "A" SCOPE OF SERVICES Consultant will assist with preparing, facilitating and reporting a Value Analysis (VA) Study of the Highway 101/84 Interchange Reconstruction Project as described below. Work Tasks Task 1: Pre-Study Meeting Consultant will perform a Pre-Study Meeting at least one week prior to the VA Study in order to ensure all the'necessary preparations are made to ensure success. The Pre- Study Meeting will include the following activities. • Clearly define the current situation and study objectives • Idenfify the VA Study Team members • Identify the project stakeholders • Define how stakeholders are impacted by the project and what their participation . will be • Identify key project issues and concems • Identify the project's perFormance requirements and attributes • Review the project cost and schedule estimates • Identify project data to be distributed to VA team This meeting should include the VA Team Leader and representatives from the City, the design team, and Caltrans. Following the Pre-Study Meeting, the VA Team Leader will review the data collected for the project and develop a cost model. The VA Team Leader also will also consult with the VA Study Team to prepare them for the VA Study. The deliverable for this task will be a Pre-Study Memorandum detailing the information developed during the Pre-Study Meeting, including a project cost model. This will be submitted electronically to the City's Project Manager (PM) within two working days after the Pre-Study Meeting. Task 2: VA Study Consultant will provide a VA Team Leader who will facilitate a five day VA Study that follows the seven phase Job Plan summarized below. 1. Information Phase - The VA Study begins with a review of the background and decisions that have influenced the development of the project, including issues and constraints cited by stakeholders.
