7.1.A. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
May 18, 2015
SUBJECT
Agreement between the San Mateo County Superintendent of Schools and the City of
Redwood City for San Mateo County Child Care Partnership Council Services
RECOMMENDATION
Approve by motion and authorize the City Manager to execute the agreement between
the City of Redwood City and the San Mateo County Superintendent of Schools for
Child Care Partnership Council Services.
BACKGROUND
The Child Care Coordinator position provides consultation services between child care
providers and City departments; develops program collaborative efforts throughout the
city; provides information and referral services to providers, parents and the School
District; and supports the City's General Plan policy and program implementation and
support on development projects.
The San Mateo County Superintendent of Schools is the lead agency and fiscal agent
for the Child Care Partnership Council, and they have requested that the City provide
services in support of their work, at an increased level for the 2015-16 fiscal year. The
purpose of the San Mateo County Child Care Partnership Council is to collaboratively
develop, promote and update a plan for a comprehensive, countywide child care and
development system. It provides a community venue where the impact of state and
federal child care and family policies, proposed legislation or regulation can be
examined from multiple viewpoints.
ANALYSIS
Currently, the Child Care Coordinator position is a half time position due to past budget
reductions. Council requested that staff continue to work with our community partners
to try to add back more hours to this position. As a result of staff's outreach efforts,
qualifications and countywide relationships, the San Mateo County Superintendent has
asked for contract services. The San Mateo County Child Care Partnership Council
needs specific support from the City's Child Care Coordinator for developing needs
assessments, strategic planning, and assisting with various other activities of the
Council.
