Adopt a Resolution Rescinding and Superseding Resolution 15307 and Adopting <br /> Findings of Necessity and Need for Amendments, Deletions, and Additions to the 2013 <br /> Fire and Building Standards Codes <br /> BACKGROUND <br /> The State of California publishes building codes in their entirety every three (3) years. <br /> New State Codes are applicable to the City whether adopted by the City or not. By <br /> statute, the City is authorized to make amendments, deletions and additions to the State <br /> Codes provided such modifications are necessary due to local climatic, geological and <br /> topographical conditions. These local conditions are identified in a resolution making the <br /> appropriate findings and then provided to the California Building Standards <br /> Commission. <br /> ANALYSIS <br /> In 2013, the City Council adopted Resolution 15307 making modifications to the State <br /> Codes bases on the City's local conditions. Staff is recommending that Resolution <br /> 15307 be rescinded and superseded by the proposed Resolution for two reasons. First, <br /> there is a typographical error in Resolution 15307. Resolution 15307 incorrectly made <br /> findings regarding climatic, geographical and topographic local conditions instead of the <br /> required climatic, geological and topographic conditions. The error is likely non-harmful <br /> but it is better practice to correct it and the attached resolution corrects this error. <br /> Secondly, the proposed Resolution identifies the local conditions that support and <br /> necessitate a change to the Building Code to require older multi-unit residential <br /> buildings to be retrofitted with Automatic Sprinkler Systems which ordinance is <br /> presented in a separate staff report. <br /> Page 1 of 2 <br />
