7.4.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 18, 2015 <br /> SUBJECT <br /> Ordinance Amending Division 2 of Article VII of Chapter 20 of the City of Redwood City <br /> Relating to Tow-Away Zones <br /> RECOMMENDATION <br /> Waive Second Reading and Adopt Ordinance Amending Division 2 of Article VII of <br /> Chapter 20 of the City Code of Redwood City Relating to Tow-Away Zones <br /> BACKGROUND <br /> This ordinance was introduced at the April 27, 2015 City Council meeting to establish <br /> the proper tow-away zone for the seasonal Farmers Market at its new location. <br /> ANALYSIS <br /> This ordinance is being amended by reference and inasmuch as the ordinance <br /> incorporates the Redwood City Municipal Code, it requires that a 2nd reading be held. <br /> The proposed amendment to RCMC Section 20.105 will replace the outdated Farmers <br /> Market location at the Winslow Street parking lot with the new location listed at the <br /> intersection of Arguello and Bradford Streets. <br /> ALTERNATIVES <br /> Council may choose to not adopt the ordinance or may make other changes to the <br /> ordinance. <br /> FISCAL IMPACT <br /> There is no fiscal impact to amending the ordinance. <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in CEQA guidelines, section 15378, <br /> because it has no potential for resulting in either a direct or foreseeable physical change <br /> in the environment, and to the extent it is deemed a project, the seasonal farmers <br /> market is exempt from CEQA under CEQA guidelines, Section 15311 . <br /> SEAN BROOKS <br /> ECONOMIC DEVELOPMENT MANAGER <br />
