9.A. - Page 4 <br /> automatic sprinkler system is satisfactory and eligible for reimbursement through a <br /> Program Loan, and determines adequate Program Loan Funds are available. <br /> • The Program Loan Commitment Letter will assure the applicant that Program Loan <br /> Funds will be reserved for their loan in the amount and for the length of time <br /> specified in the Program Loan Commitment Letter. <br /> • Unless directed otherwise by the City Council, all loan payments on Program Loans <br /> will be deposited back into the Program Loan Fund to be available for further <br /> Program Loans. <br /> ALTERNATIVES <br /> 1. Make changes to the proposed ordinance or do not adopt the proposed <br /> ordinance. <br /> 2. Make changes to the Fire Safety First Program or do not adopt it. <br /> FISCAL IMPACT <br /> During Fiscal Year 2015-2016, the fiscal impact is anticipated to be three million <br /> (3,000,000) dollars. Each year, the City Council would need to appropriate funds to <br /> continue the program. <br /> ENVIRONMENTAL REVIEW <br /> The adoption of this Ordinance is categorically exempt from CEQA pursuant to Section <br /> 15061(b) (3) of the California Code of Regulations ("CEQA Guidelines"), as it is not a <br /> project which has the potential for causing a significant effect on the environment. In <br /> addition, funding a loan program and/or loan forgiveness program is not a project under <br /> CEQA as defined in CEQA Guidelines, section 15378(b) (4), because the Fire Safety <br /> Program involves a government funding mechanism other governmental fiscal activities <br /> which do not involve any commitment to any specific project which may result in a <br /> potentially significant physical impact in the environment.
