9.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 18, 2015 <br /> SUBJECT <br /> Bradford Street Affordable Housing Draft Request for Proposals <br /> RECOMMENDATION <br /> Provide feedback on the Bradford Street Affordable Housing Draft Request for <br /> Proposals (RFP) and direct staff to proceed with the release of the RFP <br /> BACKGROUND <br /> On February 9, 2015 Council heard a report from staff regarding the City's housing <br /> programs and policy. The three areas of focus included: (1) increasing the overall <br /> supply of housing (2) programs and new regulations aimed to allow existing Redwood <br /> City residents to "stay in place" and (3) the creation of new funding sources and <br /> incentive structures necessary for the production of affordable housing. <br /> One approach to address the focus areas is utilizing city-owned property for the <br /> development of affordable housing. One such opportunity exists at the City-owned <br /> parcels within the Downtown Precise Plan area known at the "Bradford Site". The <br /> Bradford Site include four contiguous parcels adjacent to Redwood Creek and the <br /> Redwood Creek Pumping Station between Jefferson and Main streets. The site is <br /> currently vacant and is currently being used as a construction vehicle parking lot (on <br /> month-to month lease). <br /> City Council approved the acquisition of 707 Bradford in 2004 for the purpose of <br /> developing affordable senior housing and a childcare center. In 2006, the City <br /> completed the acquisition of the adjacent parcel at 777 Bradford in order to assemble <br /> an adequate amount of land to make project development feasible. These two <br /> contiguous parcels acquired are located between two parcels already owned by the <br /> City. <br /> The City's objectives in the identification and acquisition of viable sites for affordable <br /> housing development was to assist potential developers in the effective leverage and <br /> use of financial resources. Between 2004 and 2006 the City Council held Public <br /> Hearings regarding the acquisition of the Site for affordable senior housing <br /> development.
