7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 18, 2015 <br /> SUBJECT <br /> Agreement with Turbo Data Systems, Inc for Parking Citation and Adjudication Services <br /> RECOMMENDATION <br /> By motion, approve and authorize for the City Manager to execute an Agreement for <br /> Parking Citation Processing and Adjudication Services with Turbo Data Systems, Inc. <br /> for a five (5) year term expiring June 30, 2020. <br /> BACKGROUND <br /> In the late 1990's State law decriminalized parking citations and shortly thereafter the <br /> Superior Court transferred the responsibility for parking citation processing and <br /> collection to local agencies. Rather than form a joint powers agency, it was determined <br /> it would be most efficient for a lead agency to issue a combined request for proposal <br /> (RFP) with the successful vendor entering into individual contracts with each <br /> participating agency. By combining the volume of all ticketing agencies and leveraging <br /> economies of scale, the County, cities and other agencies are able to receive more <br /> favorable rates and levels of service. <br /> Since 1999, all agencies in San Mateo County that issue parking citations have <br /> individually contracted with Turbo Data Systems, Inc. (Turbo Data) for parking ticket <br /> processing and related services using a model contract negotiated by Daly City acting <br /> as lead agency. Turbo Data was selected twice through a consolidated Request for <br /> Proposal (RFP) process where Daly City took responsibility for the process and all <br /> twenty nine other agencies utilized that RFP process and the resulting contract. The <br /> combined RFP process has worked extremely well in the past, resulting in substantial <br /> savings of both staff time and overall costs to process parking tickets. <br /> One year ago, it was determined by the San Mateo County agencies that an RFP <br /> process should be performed to ensure competitive pricing and best in industry <br /> standards. The County of San Mateo (County) was selected as the lead agency and <br /> hired a consultant to assist in drafting the RFP and evaluating the responses. <br /> ANALYSIS <br /> All of the agencies submitted letters of commitment to the RFP process, including <br /> agreement to reimburse the County for the consultant's time based on their <br /> proportionate share of parking citation volume; provide statistical data where requested <br /> to facilitate RFP development; and execute a one-year contract extension with Turbo <br />
