7.1.D. - Page 8 <br /> limited to, elections in which fewer than 1,000 registered voters are eligible to participate, <br /> elections on certain water measures and agencies, or elections regarding special taxes <br /> and/or expenditure limitation overrides in areas with less than 5,000 registered voters.1 <br /> Elections Code Section 4001 was first introduced as AB-1681 in January 2010 to <br /> authorize a pilot program of all vote-by-mail elections in Yolo County provided that Yolo <br /> fulfill a set of conditions including a report on the result of these elections to the <br /> Legislature and Secretary of State.2 However after being introduced and passed by the <br /> state assembly and senate it was subsequently vetoed by then-governor Schwarzenegger. <br /> In his veto message he noted that "While I appreciate the author's inclusion of additional <br /> polling places in this year's measure, I remain concerned that with limited options to vote <br /> in-person citizens—especially poor, elderly, and disabled voters—would not have <br /> sufficient opportunity to vote."3 <br /> Elections Code 4001 was then re-introduced on February 14, 20114 and approved and <br /> filed with the Secretary of State on August 8th 2011.5 The final bill as amended differs <br /> from what was first introduced in 2010 in a few ways.
