One obvious point to note is that permanent <br /> absentee voters vote overwhelmingly absentee and non-permanent absentee voters vote <br /> overwhelmingly at the polls when they have that choice. Permanent absentee voters consistently <br /> vote at a higher rate than the non-permanent absentee voters, with the smallest difference being <br /> 11.27 percent in the g12 election. The difference in turnout for permanent absentee voters versus <br /> non-permanent absentee voters for the s13 election is 14.49, and this difference is greater for all <br /> the other elections with exception of the g12 and s13. While there is a large drop-off in voting <br /> for both the non-permanent absentee voters and the non-permanent absentee voters between the <br /> g12 and the s13, the differential in drop-off is not that great, i.e. the rate of the drop-off for both <br /> groups was similar. <br /> 22 <br />
