7.1.D. - Page 32 <br /> Analysis of 2007 and 2009 Special Elections <br /> In addition to the 2013 election special elections, the 2007 election in West Sacramento <br /> Washington Unified School District - Measure S, November 6, 2007) and the 2009 special <br /> election in Davis (City of Davis - Measure P, November 3, 2009) were also analyzed in the same <br /> manner as the 2013 election. Similar analyses were run as are described above for the city of <br /> Davis and West Sacramento, creating tables referred to as Davis-Table and WesSac-Table. All <br /> of the Davis prefix table restrict their analysis to the Davis section of the 2013 special election <br /> area and the WesSac prefix table sections restrict their analysis to the West Sacramento section <br /> of the 2013 special election area. <br /> The data sources were somewhat different for these elections than the s13 election. Whereas the <br /> s13 election had associated with it an registered voter file, these files were not available for the <br /> s09 and s07 elections. Instead, registration files from just after the next election (which also had <br /> the voter history for the preceding special elections) were used (i.e. the primary election of 2010 <br /> (p10) for the s09 and the primary election of 2008 (p08) for the s07). Most of the results <br /> described above for the 2013 election also hold for the 2007 and 2009 special elections, so <br /> rather than recapitulate those results, this analysis will concentrate on differences between the <br /> 2013 special election and the previous special elections. <br /> The most dramatic difference is the decrease in the number of non-permanent absentee voters. <br /> In West Sacramento, the percent of non-permanent voters changed from 63% to 48% comparing <br /> 26 <br />
