7.1.D. - Page 51 <br /> voter fraud; and any other problems that become known to the county <br /> during the election or canvass. <br /> (2)Whenever possible,using the criteria set forth in paragraph <br /> (1),the report of the county shall compare the success of the <br /> all-mailed ballot election to similar elections not conducted wholly <br /> by mail in the same jurisdiction or comparable jurisdictions. <br /> (3)The report of the county shall be submitted to the Legislature <br /> pursuant to Section 9795 of the Government Code within six months <br /> after the date of the all-mailed ballot election or prior to the date <br /> of any other all-mailed ballot election subject to this section to <br /> be conducted in the county,whichever is sooner. <br /> (c)This section shall remain in effect only until January 1, <br /> 2018,and as of that date is repealed,unless a later enacted <br /> statute,that is enacted before January 1,2018,deletes or extends <br /> that date. <br /> Appendix D36 <br /> "Recommended Vote by Mail Practices: <br /> 1) Election officials should provide candidates, parties, and interest groups with free lists <br /> of registered voters and update them at least twice a week as ballots are returned so that <br /> candidates, parties and voters can see whose votes have been received. <br /> 2) Voters who do not wish to vote by mail should be able to cast ballots in private booths <br /> at vote centers staffed with trained election workers in the days leading up to and on <br /> Election Day. <br /> 3) Vote by mail programs should adopt the practice of requiring voters to sign ballot <br /> envelopes and comparing those signatures to the signatures on the voters' registration <br /> files. Election workers must also use statewide databases to ensure that only one ballot is <br /> cast per voter. <br /> 4) VBM should not be viewed as a solution to the deeper problem of complete non- <br /> participation by much of the eligible electorate.
