Section 3. Vesting Tentative Parcel Map TM2015-02: The Planning Commission <br /> finds that: <br /> a. The map, design, and improvements of the proposed subdivision are consistent <br /> with the City of Redwood City's General Plan, Municipal Code, Zoning Ordinance, <br /> Downtown Precise Plan, and all applicable subdivision improvements <br /> requirements; <br /> b. The site of the proposed subdivision is physically suited for the type and density of <br /> the proposed development; <br /> c. The design and proposed improvements are not likely to cause substantial <br /> environmental damage, or substantially and avoidably injure fish, wildlife or their <br /> habitat, or cause serious public health problems; and <br /> d. The design and proposed improvements of the proposed subdivision will not <br /> conflict with essential public easements for access through, or use of, property <br /> within the proposed subdivision. <br /> Section 4. Downtown Planned Community permit DPC2015-03: The Planning <br /> Commission finds that: <br /> a. The project and improvements proposed by Downtown Planned Community permit <br /> DPC2015-03 are consistent with, conform to the intent of, and will appropriately <br /> implement the Downtown Precise Plan for the 1305 El Camino Real project; and <br /> b. The establishment, maintenance and operation of the project and improvements <br /> proposed by Downtown Planned Community permit DPC2015-03 will not, under <br /> the circumstances of this particular case, be detrimental to the health, safety <br /> peace, morals, or general welfare of persons residing or working in the <br /> neighborhood of the project, or be detrimental or injurious to property or <br /> improvements in the neighborhood of the project, or to the general welfare of the <br /> City, because the project has been found to be consistent with the community <br /> goals established in the City's General Plan and Zoning Ordinance; and <br /> c. The Project and improvements comply fully with all applicable standards of the <br /> DTPP; and <br /> d. The Project and improvements comply with all but three (3) guidelines of the <br /> DTPP. The aspects of the Project which do not conform to the guidelines of the <br /> DTPP nonetheless adequately promote the overall intent of the DTPP. <br /> Section 5. The Tentative Parcel Map and Downtown Planned Community permit are <br /> hereby approved based on the Planning Commission's consideration and reliance on the <br /> Initial Study (IS) and Downtown Precise Plan EIR and in accordance with the plans, details, <br /> descriptions, and conditions of approval contained therein, attached hereto and incorporated <br /> herein by reference. <br /> Section 6.
