Certain improvements will be <br />eligible for funding under the City’s Transportation Impact Fee (TIF) program. The <br />improvements which are eligible for this funding are described below. <br /> <br />I. Bulb-outs at Intersection of Franklin and Wilson Streets <br />Bulb-outs will be installed on the sidewalk at each of the four corners of the Franklin <br />and Wilson Intersection. New ADA-compliant curb ramps will be installed at each of <br />these bulb-outs. The intersection will be re-graded and paved to accommodate the <br />bulb-outs. In addition, a new curb inlet will be installed at the West corner of the <br />intersection and connected to the existing Storm Drain in Franklin Street at a new <br />manhole. This curb inlet is required to create positive drainage at the bulb-out at a <br />slope acceptable to the City. <br /> <br />II. Franklin Street Sidewalk Replacement at AT&T Frontage <br />The sidewalk along the Southwest side of Franklin Street will be widened between <br />Jefferson Avenue and Wilson Street. This widening will require removal and <br />replacement of sidewalk, curb, and gutter, street lights, and street trees. Existing <br />utility structures in the sidewalk and street in the area of the reconstructed sidewalk <br />will need to be adjusted to final grade. The existing traffic signal at the South corner <br />of the intersection of Franklin Street and Jefferson Avenue will be relocated to <br />facilitate construction of an ADA-curb ramp. An existing gas line is located in Franklin <br />Street. Widening of the sidewalk will place the gas line within the sidewalk and <br />potentially in the location of proposed street trees, street lights, and curb inlets.
