REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 8, 2015 <br /> <br />SUBJECT <br />Professional Services Agreement with David J. Powers & Associates for environmental <br />review associated with the Oracle Design-Tech High School Project proposal in <br />Redwood Shores <br /> <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to execute an agreement for <br />environmental consulting services with David J. Powers & Associates for preparation of <br />the Oracle Design-Tech High School Project Environmental Impact Report (EIR) in the <br />amount of $131,178 <br /> <br />BACKGROUND <br />The Oracle Education Foundation (OEF) and Design-Tech High School (d.tech) <br />propose to construct a new ~85,000 sq. ft. two-story high school facility with a 30-35 <br />space surface parking lot on an undeveloped parcel at the Oracle Headquarters, <br />located across the street from 350 Oracle Parkway. The 2.91-acre parcel is along the <br />Belmont Slough and contains a surface parking lot, undeveloped fields, and a section of <br />the Bay Trail with connecting pathways. This would serve as the permanent location for <br />the Design-Tech High School, with grades 9-12, approximately 550 students, and 30 <br />full-time employees. The school is proposing to begin operations at this location by the <br />start of the 2017-2018 academic year. Required entitlements include amendment of the <br />approved Planned Development Permit, a Use Permit, an Architectural Permit, and a <br />Variance Permit for parking. An extensive community outreach and input process will <br />also be required. <br /> <br />ANALYSIS <br />Planning staff and the applicant have determined that an EIR is necessary for the <br />project. Staff issued Requests for Proposals (RFP) to the consultants on the City’s <br />approved Environmental Consultants list and received five proposals. These were <br />evaluated based on the schedule, assembled team, presentation and approach, and <br />related experience. David J. Powers & Associates was selected as staff’s preferred <br />consultant for this project. The proposal, including subconsultant work, totals $131,178. <br />As noted above, City staff will require that the applicant complete an extensive <br />community outreach and input process during the environmental review and entitlement <br />process. <br /> <br /> <br />7.1.F. - Page 1
