will realize a savings of approximately $30,000 over the life of the contract, while
maintaining the same quality of service. The next four quarters are projected to see a
revenue increase of $623,000 with a contingency fee of approximately $8,000 in fees
(net revenue increase of $615,000 as noted above.)

Contingency fees are paid on the eight quarters following the Date of Correction after
which revenues are no longer subject to the fees. Taking into account the total
additional revenue to be collected by the City and the fees of 15% to be paid on the
revenue collected for a specific period of time, the effective rate paid to the consultant
will be significantly less than the contractual 15%.

Approval of the Business License Compliance Services agreement with MuniServices,
LLC will have no net budgetary impact for FY 2015-16. The 30% contingency fee
related to the discovery will not represent any cash outlay (expense) for the City, as it
will be netted out from the additional revenue received.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

MATTHEW MCDONALD
FINANCE DIRECTOR

ROBERT B.
