The following chart shows that through management, cost <br />recovery, and proper fund assignment, special counsel expenditures have been <br />reasonably contained under the direction of the City Attorney: <br /> <br /> <br />Blue (dark) = total expenditures <br />Yellow (light) = general fund after cost recovery or assignment to appropriate fund <br />. <br />ANALYSIS <br />Absent litigation, it is not always clear prospectively as to which services may be <br />needed or in what amount. Like a general services agreement for routine maintenance, <br />the City maintains a number of on-going legal retention agreements under which <br />different kinds of limited assignments are made.
