REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 8, 2015 <br /> <br />SUBJECT <br />Installation of Stop Sign on Carlos Avenue at West Oakwood Boulevard <br /> <br />RECOMMENDATION <br />By resolution, approve the installation of a stop sign on eastbound Carlos Avenue at the <br />intersection with West Oakwood Boulevard and confirm the determination that the <br />Project is exempt from the provisions of CEQA. <br /> <br />BACKGROUND <br />Residents living near the intersection of Carlos Avenue and West Oakwood Boulevard <br />have been concerned with traffic safety and undesirable driving behavior in their <br />neighborhood. Specifically, residents note the lack of sufficient traffic control at the T- <br />intersection of both streets and having difficulty navigating the intersection due to poor <br />sight distance. <br />Staff has evaluated the conditions at this location and recommends that a stop sign be <br />installed on the eastbound approach of Carlos Avenue at its intersection with West <br />Oakwood Boulevard. The following report outlines the basis for this recommendation <br />and the proposed project details. <br />ANALYSIS <br />As proposed, Carlos Avenue (the major-volume street) would be stop-controlled at the <br />eastbound approach and the T-intersection would become a two-way stop controlled <br />intersection. Please see Attachment 2, “Location Map.” <br />Due to the irregular geometry of the intersection sight distances are limited. Multiple <br />curves in the roadway reduce visibility at the T-intersection. Road users in this <br />circumstance cannot see conflicting traffic and are not able to safely negotiate the <br />intersection unless conflicting cross traffic is also required to stop. While police records <br />show few reported collisions in this area within the last five years, residents report many <br />near misses. <br />Based on the current sight distance at this location, the intersection does warrant an all- <br />way stop sign installation per the state adopted guidelines.
