ATTY/RESO.3091/CC RESO OUTDOOR WATER USE RESTRICTIONS <br />REV: 05-26-15 MLG <br />Page 2 of 5 <br /> WHEREAS, Redwood City meets the definition of “Urban Water Supplier” under <br />Section 10617 because it is a public water supplier providing water for municipal <br />purposes to at least 3000 customers in Redwood City; and <br /> WHEREAS, the Redwood City Council adopted Resolution No. 15362 on August <br />25, 2014 imposing mandatory water use restrictions in compliance with SWRCB <br />Resolution No. 2-14-0038; and <br />WHEREAS, on March 17, 2015, the SWRCB adopted an expanded drought- <br />related emergency regulation to ensure water suppliers, their customers, and state <br />residents increase water conservation in urban settings; and <br />WHEREAS, on April 1, 2015, Governor Brown issued Executive Order No. B-29- <br />15 directing the SWRCB to impose new restrictions on Urban Water Suppliers to <br />achieve a statewide 25% reduction in potable urban usage through February 2016; and <br />WHEREAS, on May 5, 2015, the SWRCB adopted California Code of <br />Regulations, Title 23, Section 866 and re-adopted and amended Sections 863, 864, and <br />865 as emergency regulations to prevent waste and unreasonable use of water and to <br />further promote conservation; and <br /> WHEREAS, amended California Code of Regulation, Title 23, Section 865 <br />mandates that each Urban Water Supplier whose average July - September 2014 <br />residential gallons per capita per day usage (R-GPCD) was less than 65 shall reduce its <br />total potable water production by 8% for each month compared to the amount used in <br />the same month in 2013; and <br />WHEREAS, Redwood City’s July - September 2014 R-GPCD is 63.4, thereby <br />requiring an 8% reduction in the City’s water production; and <br />WHEREAS, the City seeks to satisfy its’ 8% reduction goal by implementing the <br />SWRCB’s emergency regulations set forth in Title 23 Section 866 and amended <br />Sections 863, 864 and 865. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1. End-User Requirements in Promotion of Water Conservation <br />a) To prevent the waste and unreasonable use of water and to promote water <br />conservation, each of the following actions (“Outdoor Water Use Restrictions”) is <br />10.A. - Page 5
