(d) The City Council desires to continue the performance of the Maintenance Work and the levy of the Annual Assessment to fund the Maintenance Work. The City Council finds that the Assessed Parcels are benefited by the maintenance and operation of the Facilities. (e) For a complete description of the Facilities, the Maintenance Work, the anticipated costs thereof, the formula by which the Annual Assessment will be calculated against each Assessed Parcel, and the proposed rate of the Annual Assessment against each Assessed Parcel, reference is made to the City Manager's Report for the District, dated June 8, 2015, and the Engineer's Report of same date, which is incorporated therein, both of which are on file in the Office of the City Clerk and available for public inspection, and incorporated herein by reference (collectively, the "Reports"). (f) In addition to complying with the requirements of the Ordinance, extension of the Annual Assessment beyond the 2014-15 Fiscal Year requires that the City conduct assessment ballot pursuant to Article XIII D, Section 4 of the California Constitution. 2.
