, __ <br /> 06/08/2015 <br /> ORIGINAL <br /> RESOLUTION NO. 15418 <br /> RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> IMPLEMENTING MANDATORY WATER USE RESTRICTIONS IN <br /> COMPLIANCE WITH STATE WATER RESOURCES CONTROL <br /> BOARD'S MAY 5, 2015 EMERGENCY DROUGHT REGULATIONS <br /> WHEREAS, on January 17, 2014, California Governor Edmund G. Brown Jr. <br /> issued Proclamation No. 1-17-2014 declaring a State of Emergency to exist in California <br /> due to severe drought conditions and calling on Californians to reduce water usage by <br /> 20 percent; and <br /> WHEREAS, on January 31, 2014, the San Francisco Public Utilities Commission <br /> (SFPUC) requested that wholesale customers voluntarily reduce water consumption by <br /> 10%; and <br /> WHEREAS, in response to the Governor's proclamation and SFPUC's request, <br /> Redwood City implemented or re-emphasized several water conservation measures <br /> and programs; and <br /> WHEREAS, the City's water conservation efforts have proven very successful, <br /> reducing City-wide water consumption by 405,914,916 gallons in 2014 as compared to <br /> 2013; and <br /> WHEREAS, on April 25, 2014, Governor Brown issued an Executive Order <br /> directing the State Water Resources Control Board (SWRCB) to utilize its authority <br /> under California Water Code Section 1058.5 to adopt emergency regulations to address <br /> water shortage conditions; and <br /> WHEREAS, on July 15, 2014, the SWRCB adopted Resolution No. 2-14-0038 <br /> and California Code of Regulations, Title 23, Sections 863, 864, and 865, which are <br /> emergency regulations declaring a drought emergency in California and imposing <br /> mandatory water conservation measures on individuals and water suppliers; and <br /> WHEREAS, Section 864 applies to all Californians and prohibits certain activities <br /> in promotion of water conservation while Section 865 applies to "Urban Water <br /> Suppliers" as defined by Water Code Section 10617; and <br /> ATTY/RE50.3091/CC RESO OUTDOOR WATER USE RESTRICTIONS RE50.#15418 <br /> REV:05-26-15 MLG MUff#802 <br /> Page 1 of 5 <br />
